Sovereign Military Order of the Dragon consists of the Supreme Command of the Order, of the twenty four knights and of an unlimited number of infantry soldiers. There are two types of bodies within the Order: the Departments of the Order and the Council of Knights.
Supreme Command of the Order consists of the Grand Master of the Order, the Chancellor of the Order and the Commander of the Order. The Supreme Command of the Order is the highest governing and executive body of the Order, and the entire Order is its subordinate. The Grand Master of the Order is by rank higher than the Chancellor of the Order and the Commander of the Order, and this position can be occupied only by a member of the Serbian royal family. The principle of decision making within the Supreme Command of the Order is based on harmony, arising from unanimousness. Harmony and unanimousness are reached only through the spiritual, liturgical process. Liturgy eliminates pride and opens the door to the Holy Spirit, to make decisions in a mystical way, by acting through the members of the Supreme Command of the Order. Disagreement is considered as a failure. In that case, the decision is made by the Grand Master of the Order. Decision of the Grand Master of the Order is absolute and irrefutable, because his position in the Order and within the Supreme Command is absolute. The members of the Supreme Command of the Order must be of the Orthodox faith. The Supreme Command of the Order proclaims the knights, proclaimes the infantry soldiers, carries out the promotion of the infantry sergeant, appoints functions within the Order, dismisses functions and positions within the Order, and makes all the other conceptual, administrative and executive decisions related to the Order.
The twenty four knights of the Order are the inner circle of the Order, and hierarchically are at a higher position than the infantry soldiers. The title, ie. rank of a knight is for life and can be lost only because of a serious disciplinary offense, for which sanction is imposed by the Supreme Command of the Order. A new knight can be admitted only when a position becomes vacant, due to resignation from the Order, death or a disciplinary sanction, which entails the suspension of the title of a knight. Members of the Order with the title of a knight must of the Christian faith, and in one of the traditional denominations of this faith.
The infantry soldier of the Order is a title, ie. rank that is hierarchically below the knight, and their number is not limited. They have no necessary function and obligation to the Order, however, if they wish, they can take a function in the Order, and therefore assume some responsibilities. There are two levels of infantry soldiers. The first is the infantry soldier. The second is an infantry sergeant, that is above the infantry soldier. The rank of infantry sergeant is awarded for accomplishments of the objectives of the Order. The rank of infantry sergeant is awarded by the Supreme Command of the Order, based on the proposal of a Regional or National Commander of the Order or any of the knights of the Order.
Sovereign Military Order of the Dragon is territorially organized by the Regional Commands within our country and National Commands in other countries. At the head of a Regional Command is the Regional Commander of the Order and at the head of a National Command is the National Commander of the Order. Regional and National Commanders are appointed and dismissed by the Supreme Command of the Order. Both are directly subordinate to the Supreme Command of the Order.
From a functional perspective, there are bodies which are called the Departments of the Order. There are four departments within the Order: for humanitarian affairs, politics, economy and public advertising (media). Other administrations may be established if the need arises. At the head of a Department of the Order is the Secretary General of the Department, who must have a title, ie. rank of a knight of the Order. In addition to the Secretary General of the Department, there are two functions at the top of the Department of the Order, under the Secretary General, and they are two hierarchically equal Secretaries of the Department.
Sovereign Military Order of the Dragon has a body called the Council of Knights. This body is composed of three members of the Order, with the title of a knight, which by the length of their service to the Order, and personal integrity and excellence satisfy the conditions for membership in the Council of Knights. The function of this body is of advisory and juridical nature. The Council of Knights, at the request of the Supreme Command of the Order, can advise the Supreme Command of the Order thus helping in decision making, if such help is needed. The Council of Knights also has the function of overseeing of the overall activities of the Order (other than the Supreme Command of the Order), the Regional and National Commands and the Departments of the Order.
